An appeals court has ruled that the city of Newark can be sued over the mistakes of a 911 operator and police dispatcher in the case of a woman who was abducted and killed by her ex-boyfriend.
The ruling throws out a lower court decision that said the city could not be sued over the mistakes of one of its employees.
Sohayla Massachi was abducted May 10, 2000 in front of Seton Hall University by Christopher Honrath. .
